Panel CRM

A consented research panel is standard infrastructure at every serious survey house in the world. It is what makes longitudinal measurement possible: the same person asked the same question across three waves tells you about change, where three different people only tell you about noise.

This is a panel, not a voter file. Records carry consent state, language, preferred daypart, response propensity and wave history. The contact key is sealed at ingest and no operator can read it. Vote intention is stored against a study identifier that does not join to the contact record. The panel cannot export a contactable segment, and the cohort builder will refuse to produce one.

The distinction matters commercially as well as ethically. A research panel is an asset a broadcaster will pay for. A voter file is a liability that ends the research business the first time it leaks.
